School Immunization Requirements
Hawaii State Law requires all students to meet health examination and immunization requirements before they may attend any public or private school in the state. Withholding Student Transcripts for Non-Payment of Tuition
The State of Hawaii does not have a controlling statute on this issue, however the Hawaii Council of Private Schools (HCPS) believes it a matter of good practice to provide transcripts upon request.
In the HCPS handbook entitled "Standards and Procedures for the Approval of Hawaii Private Schools" it is stated on page 5, section 5d that "A transcript of student records shall be made available to a new school, upon request by the parents or guardians if the student transfers or files application for admission."

A long-term strategy to collect on unpaid tuition might be to provide a negative report on the parent(s) to one or all of the main credit bureaus. When the time comes for them to request a credit report, they will have the derogatory notation. At that time, it would be in their best interest to take care of the debt.
